Opening of Meeting
The meeting was called to order by Estrella Torrez at 11:34 am.
Roll Call
Present: Trustees Faris-Hylan, Lyons, and Torrez, Superintendent Layko and Ms. Burton Absent: None
Approval of Agenda
Trustee Lyons offered the motion to approve the agenda. Trustee Faris-Hylan seconded.

Establish meeting dates with City Council to discuss supporting EL students through creating afterschool opportunities (City Council)

Minutes – March 15, 2023
- Call to Order Trustee Fink called the meeting to order at 11:11 a.m.
- Roll Call:
- Members Present: Trustee Cormier, Trustee Lyons, Trustee Fink
- Nonmembers present: Superintendent Leyko, Ms. Burton, Director of Equity and Social Justice Community attendance: Ms. Brooks and Ms. Reid (East Lansing Parent Advocacy Team)
- Approval of Agenda: Moved by Trustee Lyons and supported by Trustee Cormier that the agenda be approved as presented. Motion passed 2-0.
- Approval of January 30, 2023 Minutes: Moved by Trustee Lyons and supported by Trustee Cormier that the minutes from January 30, 2023 be approved as presented. Motion passed 2-0.
- Public comment: None.
- Discussion:
- Outreach Updates: Discussed attendance of Community Council meetings and the reports presented (reports can be found here)- moving forward we will be targeted in our data collection efforts.
- The Committee will reach out to the community councils and ELPAT to gather/survey needs, desires, concerns, etc. around afterschool programming.
- Identified needs: To continue offering virtual access for this meeting the Committee will look into alternative platforms.
- Discussion focused on Committee needs that need to be identified before we move forward with connecting stakeholders in a meeting.
- The Committee expressed a desire to have a consistent Board presence at these community council and team meetings.
- The Committee will put out an ask to the rest of the Board to assist in these efforts by providing Intergovernmental with a brief recap of the meetings they intend to attend for the month of March. (At the January 30th meeting we decided to have this schedule rotate so that everyone has the opportunity to visit each school see VI of the minutes).
- Trustee Fink will collect the meeting information in a Doodle poll as the method of collection.
- Community Council attendance schedule: Please refer to needs

- Areas of focus: Discussion focused on narrowing down the Committees focus to continue forward momentum. The Committee would like to focus on afterschool programming, mental health, and safety to begin.
- East Lansing Public Library: Discussed an interest in reaching out to ELPL.
- Superintendent Leyko and Ms. Burton have been in communication with library staff.
- Ms. Burton will work with the Committee to collaborate with ELPL.
- East Lansing Public Library: Discussed an interest in reaching out to ELPL.
- Targeted efforts to gather information to best assist in these areas will begin with afterschool programming with Ms. Burton, Director of Diversity and Social Justice who has already looked into this topic in her work.
- Ms. Burton will work with the Committee to compile a list of programming/resources already employed by the District to inform the committees next steps.
- Outreach Updates: Discussed attendance of Community Council meetings and the reports presented (reports can be found here)- moving forward we will be targeted in our data collection efforts.
- Additional Discussion topics:
- Mental Health: Discussed again an interest in reaching out to the Mental Health Advisory Committee and begin collaborating.
- Waiting to see how the Mental health Advisory Committee will move forward with Ms. Young’s upcoming leave.
- The Committee would like to tentatively plan to have a meet and greet type of meeting with administration, City Council and other stakeholders this year. More discussion and planning needed.
- The Committee discussed the need to streamline communications amongst ourselves.
- The Committee will employ Google Drive for our document repository and workspace.
- Mental Health: Discussed again an interest in reaching out to the Mental Health Advisory Committee and begin collaborating.

Minutes – January 30, 2023
- Call to Order 2:00 pm
- Roll Call: Trustee Cormier, Trustee Fink, Trustee Lyons
- Approval of Agenda: Moved by Trustee Lyons, seconded by Trustee Cormier. Motion passed
- Structure/Procedures: Discussed the purpose of the Intergovernmental Committee is to coordinate, support, and promote all efforts to identify, assess, and cultivate awareness, communication, and collaboration within our community to address the needs of the East Lansing Public Schools through an equitable and inclusive lens.
- Goals: Discussed the inclusion of student representatives on the committee and that more discussion is needed.
- Discussed identifying ways the committee can engage with purposeful action with different stakeholders.
- Will meet next month tbd

- Community council: Discussed and arranged for committee representation at each of the community council meetings for the month of February. Discussion had to rotate the schedule so that everyone has the opportunity to visit each school.
- Meeting debriefs: Discussed the attendance of:
- the Library Board of Trustees meeting
- Governor Whitmer’s annual State of the State Address
- City of East Lansing School/Public Safety Listening Session
- Mental Health: Discussed mental health concerns and interest in reaching out to the Mental Health Advisory Committee.
